Can Fenugreek and SP be made into a paste?

I was wondering if Fenugreek and SP be mixed together with a soy oil and used externally?? I read that the liver breaks down a lot of the pills ingrediants before it gets a chance to go to the right place. Perhaps mixing these two for external application may give a more intense application to the breast area? If thats the case, than maybe you could do a morning and night session and rub it in thoroughly? Just wondering what your thoughts might be.

Fenugreek works externally but I'm afraid Saw Palmetto doesn't. Saw Palmetto isn't "estrogenic", it is "anti androgenic" and only works if it goes internally.
