Would something like this help the HGH acvitate anew in our bodies or would a 24 hour fast once a week be better at activating that naturally? On the 24 hour fast, should it be a dry fast so that all the toxins eliminate on a cellular level and don't come out in the form of pimples and BO?

Yes, using DHEA could quite possibly increase acne (by way of increased testosterone production).
Fasting can reset our metabolism, a two day fast will improve the immune system....but its not that easy. In my case
I have to build up going 2 days without food, meaning the first day i will undoubtedly cave by the 16th hour...lol, so i reset and start again the next day.
By improving the IGF-I/IGFBP ratio... (Insulin growth factor binding protein), in specifically IGFBP-3 it prolongs the half life bioavailability of free IGF-1. Though using oral estrogens decreases IGF-1 signal in the liver, which kinda sucks to be honest, meaning you think your making progress by stimulating estrogen to increase breast growth, but instead we are being derailed by losing the IGF-1 signal to increase " tissue growth".

Something to consider...Boosting IGF-1 will spur on hunger, specifically the hunger hormone known as Ghrelin. In my opinion, by inhibiting Ghrelin it also improves the IGF-1/IGFBP-3 ratio. There are supplements that does in fact increase IGF-1...here's a few:
Black Ginger...(Kaempferia parviflora)... also know as Thai ginseng.
L-Cysteine (by way of inhibiting ghrelin)
MSM-activates the Jak2/STAT5b signaling pathway which regulates the gene expression of IGF-1
Black currant oil
