Heed help reading the hormone test results

Hello, I wanted to start breast massage with Progesterone cream mixed with fenugreek essential oil. I recently had done the hormone test and these are the results:
"Hormone Interpretations:
progesterone to estradiol (Pg/E2) ratio and reported symptoms are consistent with estrogen dominance. supplementation with topical progesterone to correct this relative deficiency isa consideration. Note: The progesterone level is suggestive of an anovulatory cycle, luteal phase failure or collection outside of luteal phase.
The cortisol level and reported symptoms are suggestive of adrenal gland dysfunction (hypoadrenia)."
So I think that Progesterone cream is okay to use, but what about fenugreek? Isn't it an estrogenic herb? Or is it just balancing the estrogen?
