I noogle 30-60 minutes every day and I have the same "Problem" - I can fill out the large Cups but when I take it off, there is not much swelling - 0.5" maybe. Not noticeable with the eye, but with the measure tape 
And you get used to the large look your breasts have sucted in the noogleberry, so you won't notice the swelling anyway...
Maybe your Skin has to get used to the suction and then you'll have more swelling.
But swelling, as I've heard it, is not necessary for growing.
