artemis, I can understand why people might think that. When we think of medication, we think of internal methods. People underestimate the ability of the skin to absorb, it looks so solid and impenetrable from the outside.

Men have breast tissue too, but it is underdeveloped. Women develop lobules because of oestrogen during puberty. The breast tissue matures and fat starts being stored in the breasts. Men don't go through this because of low estrogen levels. So when men increase estrogen levels (through NBE), the tissue starts to develop. Women may not grow breast tissue through NBE because it has already matured, so only fat accumulation happens. Hope this answers your question.
