You'd be lucky to find a 32 band at those places. Smaller bands are usually sold online and specialty stores.
Altering the band can be helpful but it can be also be nightmare. Even though 36A and 32C are sister sizes a person 36A would have overall bigger measurements.
36A= 36 band 37 bust measurement
32C= 32 band 35 bust measurement.
This can distort the fit of the bra when altered especially the wire placement.
I'd suggest getting a bra as close to the size you need as possible.
