I do know how you feel. If you are a sensitive person, it's easy to think that hurtful remarks are directed at you. But often people just say stuff without thinking and it's not necessarily about you. You must have loads of good qualities beyond your boobs. Maybe try to think about some of those as well. If NBE works, that's great but it's good to have a back-up plan so that you will be OK even if it doesn't and so that you will not feel like you failed if it doesn't.
Also, take a look at some of the people/guys saying bad stuff about flat chested women. Do they look like Brad Pitt/Channing Tatum/Whoever? Do flocks of girls throw themselves at their feet? Probably not. In fact, they are probably as insecure about themselves as you are.
Actually men have one issue that we don't really have as girls. That is height. For a short guy, I imagine that dating is pretty tough and it still seems to be socially acceptable to base choosing a partner on their height. It would be quite rare for a guy (unless he was an utter moron) to openly say "oh, I will only date women with a C cup or above" but I often hear women turning guys down because of their height. So I think being a small-breasted woman is easier than being a short guy.
