You're probably having trouble because it's not common for people to want it here, nor is it simple.
You can use maca, saw palmetto extract (more for thighs though) and PM or hops. You should cycle the PM to avoid delaying your period, making it heavier, etc. You don't need to cycle maca, nor hops if you use it instead of PM.
Progesterone makes the effects go to your chest. I don't know any herbal way to block progesterone. You can block prolactin with 500 mg vitex (more doesn't help or hurt), but that has a lesser effect than progesterone. Plus by using only estrogen and limiting progesterone, you are going to give yourself a hormone imbalance along with all the associated discomforts. Hourglass or halfway between pear and hourglass would be a bit less problematic. i.e., using a little progesterone cream but not the full amount. Or instead of PC, or on top of it, some fenugreek. Fenugreek should go to both your thighs and chest, and probably to your butt too when you use fenugreek with maca & PM/hops.
Something non-hormonal that would let you focus only on your butt would be massaging it with cocoa butter or another oil/fat. It's semi-temporary. Super high amounts of vitamin E make it less temporary but I don't think that's the best for your health. Or I mean it's not that harmful but it negates the many major benefits of natural vitamin E (which can't supply such high amounts). Rice bran oil, about 50:50 with cocoa butter, might be a good alternative and natural antioxidant instead of vitamin E but this is only my guess. I don't know of anyone who has tried it. At worst at least the rice bran oil is amazing for your skin.
You might also try hops oil or PM extract on your butt and hope that most of it stays there instead of spreading and giving you a hormone imbalance, but I think that may only partly do what you want. Still it might be less imbalancing than oral hops or PM. Everything else can be oral; it won't hurt.
