Where and how to start with tuberous breasts

Thanks so much for the pointers! I think another part of my photo posting problem is I'm doing this all from a phone :p
To clarify some other things, I've never been underweight, not even close hahaha I'm 5'2 (165 cm) and weigh 115-low 120s lbs (52-55 kg). I have 25 inch hips and a 38 inch waist, relatively thick thighs and arms (my body type is muscular/curvy) so honestly my chest just really doesn't match the rest of me at all! Which is frustrating. My diet is already pretty high in lean protein and I try to be active and work out regularly. I was actually on a low dosage tricyclin type BC for 2.5 years, I just recently went off of it, but with the BC I expected there to be some changes to my breasts (it was a huge reason for me to go on them) and the only thing that really changed was a slight increase in sensitivity around peak hormone times (that tingly/warm feeling). But they didn't change shape or grow at all Sad which leads me to believe that supplements wouldn't help...maybe it really is a lost cause lol
And I was under the impression that underdeveloped and tuberous are the same thing? I have major constriction in every pole of the breast (or so I think) when I look at my pics there's no tissue under those sad droopy areolas hahaha and nearly none above or on the sides of them either
