Pumping is not a requirement, it does help increase results. it is external tissue expansion. Any breast stimulation like massage is going to really help build that tissue.

As far as herbs I would recommend something that balances your hormones first. than slowly add a new herb depending on your body. first I need to know about your body. are you hairy? Is your hair coarse? do you get thick hair on your face. or chest? how long does your period last? How many days is your cycle? Do you have heavy, regular, or light bleeding? do you get PMS? How severe?

These answer will help determine if you are estrogen dominant etc.
