For a good fit in a bra to make the most of your own breast tissue, always go with a snug measurement under the bust, so if you measure 28" buy a 28" bra, and scoop all the tissue from under the arms and the back around to be inside the cup and give natural boost
This calculator page http://www.sophisticatedpair.com/bracalculator.htm will help get the right band and cup size (remember snugly measure, many women wear bras that are the wrong size, and always wear bra on the loosest hook until the band loses it's elasticity and needs to be tightened as it gets washed and worn)
