The last time I measured myself, I was a 28DD and most guys that have seen my boobs think I'm a C cup. 28DD is a sister size of 30D/32C/34B/36A so not that big and I'm 5'1 1/2. Also, my right breast is slightly bigger than the left breast.
Measure evenly and directly under the bust. That is the band size.
Measure the bust at the fullest. Not too loose but not too tight.
Subtract the underbust measurement from the bust measurement. The difference will equal the cup size.
0 inch difference is AA
1 inch difference is A
2 inch difference is B
3 inch difference is C
4 inch difference is D
For example if you measure 27 under the bust, round up to 28.
If you measure 30 at the fullest part of the bust that would make you a 28C
