quick update: I realized something today-- my measurements around my chest when i am unhappy with them and they feel empty is 36". Today (expecting period in a few days) my chest measurements are at 39/40 they look & feel awesome! fuller but still not where my chest was before the weight loss (still room for growth).. so I am thinking if i can get them to 43" it would be my perfect & normal size, no extra filling room or empty feeling. & my dream could be 45"

only issue is getting them to this size without my period helping
