Pretty sure, not 100%, but pretty sure it is because I am an ape man. 
Meaning, Removing hair from my boobs (which is where my inflamed area was, all around my nipples in a circle) and using creams and massaging after epilating.
Another issue was when the hair did regrow, massaging would aggitate the skin, hence, a rash type thing happened.
I have since made a plan on massaging, when to, and when not to.
For example, On the day I shave/epilate, NO CREAMS or MASSAGING at all!
Then, 1 day after shaving/epilating, start my normal routine, but only for a maximum of 2 weeks, after that, broken off hair that did not pull out properly, would start to come out of the skin again.
It is a massive headache to deal with, so I am looking at getting a laser hair remover instead, at least then I can be assured all hair has been properly delt with, and not broken off as apose to being fully pulled out.
NOTE: I said it before, but use Vitamin E cream on the areas you are massaging/applying all your topicals to, Rub Vitamin E cream in the area EVERY night before bed. This has helped me 10 fold.
