Try fenugreek, hops, and peony together during luteal phase and menstruation, taking breaks at other times. The fenugreek you're already using seems to work, but over time the body gets used to it, so this is why hops and peony are suggested to maintain progress. You can lower the doses of fenugreek, and take overall less amounts of the combined herbs, because this combination should be more effective.
Peony can be replaced with herbal lavender tea as an aromatase. Don't use lavender oil internally; if you want to use lavender oil, use it only topically and dilute it in a carrier oil such as olive or coconut oil.
I wouldn't suggest Pueraria M., because it can grow unhealthy breast tissue. It seems to work because it has conflicting hormonal properties, which maybe keeps sensitization of responses up. If you're determined to use PM, substitute it with Kudzu which is in the same genus, and which is weaker.
