I have done noogleberry for a total of about 3 months now, and I have not gained a cup size. Also I know others on the forum who in their first few months have not gained any measurement.... or barely anything like .25"... so I think it very much depends! Some of the women who have a decent weight to them and decent size breasts probably respond way faster to those who don't have any breasts or are skinny....
