As sweetorange said - each time you swell there is growth. The now defunct Brava system was prooven to work but doomed to fail on two fronts. One the cups were massive and you have to wear them 12hrs a day for 8 to 12 weeks and you'd gain about a cup size...so lets break this down.
You Noogle for how many continuous hours per day and at what amount of vacuum? These two things are key.
The more time you can continuously Noogle the better. And as vacuum, it's not a lot! It's very low pressure but consistent -20 mmHg is all - that's very low vacuum. If you have a pump with the gauge then it's easy to see where you're at, if you don't then the amount of vacuum is about what you can make by just sucking on the hose to your cups. Do it as strong as you can by mouth and then back off by about half and you'll be just about perfect. Once you know that feeling then you can keep it with your pump.
Oils, pills, oat - oh my! True, feeding our bodies what it needs to support growth has a factor in how fast and how much but vacuum alone over long (long) periods of time will do just the same (proven medically - https://www.ncbi.nlm.nih.gov/pubmed/10845308)
There's also some evidence on using higher vacuum pressures to promote more growth on wounds but me personally anything over -125mmHg my skin turns red and discolors for several days, so I usually try to aim for -100mmHg which is about at the top of what suction you can achieve with your mouth.
So why do peoples millage vary? The obvious and easy way out answer is we're each different. This answers the short term question on quick results, however long term those differences factor out for the most part - there's still the differences in results, but in the long term, there's always results.
So why do some folks see results quicker. Water retention and adipose tissue. The more tissue you have the quicker you see swelling results is my theory and it's based on the logic that you have more tissue to respond to the treatment than someone with less. And the other factor is how long you Noogle...Some folks have different methods: pump and hold, pump and release on some ratio (7minutes pump: 2 minutes rest; 15:5, etc). I usually pump and hold but have also seen great swelling with interval pumping but I still pump like that as long as I can thorough out the day.
I also swear by water Noogling. It's a pain in the butt to get it right in the begging but the learning curve isn't huge and I'd estimate that I'm about 2 times more effective with water Noogling (Hydro-Noogling) than with just air. The steps are simple -
I usually keep pressure at -100mmHg else my skin discolors. I usually keep them on until the water gets cold at which time, I'll try to re-do with warm (not hot!) water and do another hour or so until water cools and repeat. Or I'll switch to air Noogling after first - just depends on what my activity level is required. I usually don't move around a lot while water Noogling as it can suck in air easier and it's a pain to stop what I was doing and suck out the air.

- fill your cup up about 2/3rds to 3/4th full or less if your breast fills more of the cup to start with. For example if your breast fills the cup half way by itself, then only fill to 1/3rd full of water. You'll want to keep some air in there to get suction faster
- bend over and lower breast into cup - may want to be in the shower or bathtub the first few times you do this, water spillage if over filled
- press cup into chest, stand up and pump out excess air (lean back against the wall to get the last bits out)
- repeat on the other side.
