I kept thinking about this thread so I wanted to throw this out there.
For the oily skin, one of the absolute best things you can do is to get sulfate-free cleansing products and shampoo. When I switched to sulfate-free products, I saw a dramatic decrease in oiliness on my face, body, and scalp. It happened for me right away as soon as I switched, but some people say it took time for their skin to adjust to it. Anyway, sulfate-free products are becoming more common, and it would be an easy change for your daughter to make without having to interfere too much with her lifestyle. It might be worth trying.
