My elder daughter had a growth spurt on a 30 mg bcp that has ethinylestradiol as the estrogen. That is a very powerful one. Some people do not grow on bcp because their bcp was not selected for NBE. A few guidelines: progesterone only bcp are useful in case of estrogen dominance, PCOS, tubular or underdeveloped breasts. In all other cases, try a combination bcp. A strong estrogen at high dose works best for NBE.
