Your second, and simplest, option is to just take Wonderup enhancement pills and follow Milani's program which is here: http://www.network54.com/Forum/482052/thread/1235516251/wonderup+programme . Lots of people have grown on Wonderup, but it still doesn't have a great record. It seems to fail, as often as it works. It also doesn't seem to work at all for women who's breasts are already larger than a B cup maximum.
PM is another good option. Chiyomilk's PM program is extremely popular. Nbelab has the clearest and most detailed explanation of her program that I've seen: http://nbelab.proboards.com/index.cgi?board=nbeprograms&action=display&thread=182 . Checkout her AMAZING results in her massage videos.
BO (bovine ovary) is the most popular non herbal option, but I don't know much about it. You can try going to the "Glandulars" section of this site, and asking who the current experts are, or what the most popular programs are. Between herbs, PM, and BO, BO seems to be the least popular. That doesn't necessarily mean that it's the least effective, but it does mean that there's a lot less relevant info about it.
