There is nothing wrong with you! NBE is tricky because you need to try different things until you find out what will work for you. I would suggest stopping BO (since it's not working anyway) and taking vitex for a few months. Vitex will help balance out your hormones and your cycle. It will flush out your system and get everything in balance. After that, you'd be all set to try out a new program (or whatever else you decide to do).
As gasolinerainbow suggested, you can also try NB. You could even NB while taking vitex. You could also try using a heating pad or doing targeted chest exercises to help your growth along. Good luck!
