If you have lumps, any effective NBE program will make them grow faster. On the walls of cells in your breasts, there are estrogen receptors. Phyto-estrogens chemically bind to these receptors, and the receptor will, inside the cell, activate the growth cycle, which will eventually lead to cell division. So in case of a malignant lump, it's wise to stop NBE immediately.
I'm not sure if NBE can start lumps. For most herbs, there is enough literature showing that it can't. For PM, I'm not impressed by the amount of work done in this field. But when I flagged this issue before, Chrishoney went to work on it, and found sufficient material, albeit harder to find, to warrant a reassuring conclusion:
