There is a single publication about a man growing breasts on a TCM dong quai formula in Singapore, but the consensus in the literature is that the formula was adulterated, probably with hormones. Unfortunately, the Singapore article started a lot of NBE myth about dong quai.
The traditional use of dong quai is for menstruation and labor:

Some women use it in the luteal phase to "regulate the cycle", but I don't really know if it contains progestins.
There is a lot of confusion about Alchemillas:

Alchemilla mollis is the one in the gardens. Alchemilla vulgaris is the most common one in the wild, but the medicinal ones are Alchemilla alpina (Alpine lady's mantle) and Alchemilla xanthoclora. Check what exactly grows in the wild where you go looking: with any luck, it's the alpine one:
