You don't NEED a PM cream.
However in your case I would suggest trying a PM cream as the primary source of PM. Because in your situation you sound like you are genetically made to store fat on your legs and butt. So taking using orals may increase your leg and butt size even more and might not give you the body ratio you are seeking.
So I would suggest massaging in a cream twice daily and taking one 500mg pill.
Again massage is essential. If you don't want to get a roller (I don't know anything about them) Look up chi massage, look on you tube for chiyo's fat sculpting massage. Mix it up.
One thing you are completely missing is a source of progesterone. It is very important to get the required balance for growth, helps breasts mature and refreshes your estrogen receptors. Options include birth control high in progesterone, a progesterone cream (not plain wild yam cream) and some herbs some what increase it.
