Try an AHA lotion on your breasts. It gets rid of dead skin cells and helps tighten the skin. I suggest rubbing it on your skin twice a day (unless your skin is sensitive, then cut back to once a day, preferably at night). It's commonly used to tighten the stomach after dramatic weight loss. I personally used it to tighten the skin under my chin and get rid of my double chin (with great success). I've read great reviews about Alpha Hydrox, but I use Neutrogena Multi-vitamin lotion and have still seen great results (although I'm sure Alpha Hydrox will be much stronger and show much better results).
Also, many women have turned to suction devices such as Noogleberry to help plump up their breasts. I haven't used one so I can't say from experience, but look into it, many girls seem to love it.
