Depends.

Yes. If you get a complete protein and roughly twice (minimum) your usual protein requirement while reducing your calories enough to lose weight. AND you have the right combination of circumstances for breast DEVELOPMENT to occur. This is the actual glandular tissue we're talking about.

The rest of our breasts are fatty deposits over and around the glandular tissue, and this would deflate under pretty much any weight loss regime. Some more than others.

Depending how much of your current breast size is fat, how much tissue, how well you can stimulate tissue development, and how quickly you're burning the fat... See, lots of variables here. You may see growth. You may plateau whilst doing weight loss. Or you may actual lose breast size.

The key thing to remember here though is that the glandular tissue is permanent. Once you grow that, it'll never go away. The fat comes and goes.
