Progesterone causes lobular-alveolar development, which rounds the breasts out. It determines how much milk a breast can produce and store. But roundness doesn't measure as growth with the tape.

From what you've quoted there, it seems like this might be part of what's caused my friend's breast shape! She's got very perky torpedo breasts, and I've been searching with no avail to try to find out what hormone levels have to do with actual breast shape. As it turns out, she IS very progesterone deficient, and she's been using PC for the past two months, and says it's already starting to round her a little. So it seems like this might actually give her the roundness she wants long-term (although I personally love her breast shape now!)
PC IS very strong, and you have to be careful when using it. But if you know you need it, and start out slow before ramping up to find your right dose, you should be ok. It's actually very vital to many programs for women who are either too low in it or too high in estrogen. I didn't realize my progesterone was also low until I started developing estrogen dominance on low-dose herbs! D: Since I've started on PC, I've found more of a balance, and all my estro dominant side effects have disappeared! Also, if you remember to cleanse every three months (like everyone should anyway), it'll help keep your system a little more clear of excess hormones.
That doctor you linked DOES know what he's talking about, just...not enough to be completely right. People are reading his page and thinking they need to STOP all estrogenic herbs and JUST use PC. While this may be true for SOME people, it isn't right for all, so, again, when your hormone results come back, then decide what kind of program will be best for you.
Also, I'm not sure about what people are telling you about NBE not lasting or damaging your body's ability to create hormones on its own. I've heard of plenty of people who've completed NBE, slowly ramped down to maintenence doses for a year or two, and have stopped with no problems at all. I don't think your body is going to stop producing these hormones once you stop NBE.
