Has anyone gone from underdeveloped to full tanner 5?

I never used to visit this part of the forums, because I thought I didn't have underdeveloped breasts. Then, I started looking at the Tanner Stages more and more, and I'm starting to think that mine actually ARE underdeveloped (which makes sense, since my PCOS developed early on in puberty, and actually shrunk my breasts over time).

I always thought I was just unlucky and had puffy areolas (which may still be the case), but as I grow with NBE, they are becoming less and less puffy (slowly). I'm hoping they can just turn into regular, smooth breasts one day.

I know it's a little silly to think that they may be underdeveloped for that reason, but looking at pictures of other women with puffy areolas, almost ALL of them appear to also be underdeveloped.

I'm still not nearly up to par with the rest of the women in my family (they all have pretty large breasts), so maybe one day I'll be able to achieve that sort of growth, and then I'll know if I'm fully developed or not. I still feel like a child at family gatherings because I'm so small-chested. :/

There's definitely hope in NBE, you just have to keep trying. I feel like you need some kind of herb or hormone substitute in order to get your body to complete the puberty process, but I'm not really sure about that. I don't know enough about catching-up underdeveloped breasts. But the fact that mine have shown some changes through my growth these past 9 months or so means that it IS possible!
