Hey there! I also remember feeling very confused/disappointed at your age when I noticed that my boobs were smaller than everyone else's - even my own family members. Genetics is a strange thing at times. ^^; I wasn't particularly slim either, so it didn't really make sense...
Don't be so hard on yourself though! You're still pretty young, so who knows? Maybe you can experience a growth spurt over the next few years if you change up your diet a bit or something. When I hit 21 years old and realized that my boobs weren't going to grow past a 32A on their own, I decided to look into NBE.
I think at your age, you should avoid taking the herbal supplement route and stick with massaging and possibly using a breast pump. Personally, I've only used the NoogleBerry and I think it's great. Many people have had good success with the NB, but you have to be committed and put in the time to see results.
I agree with BustyBabe though - you need a good amount of tissue in order for the breast pump to work effectively. So, I'd recommend that you start a massaging routine - maybe at least 30min sessions twice a day. If you need help with coming up with a routine, there are some threads in this forum that discuss different massaging techniques and "boobie batter" recipes to rub in. I think the "chi rotations" technique would be a nice start for you. Be sure to rub in a lotion - something with Vitamin E or Cocoa Butter would be good.
You can still think about purchasing a NoogleBerry (or Bosom Beauty, but I don't know too much about that one), but in the meantime, massaging is a good and important step in the NBE process!
