Looking at the web site for the Cleavage Creator appears it is worn over the bra. But might work on it's own.

Actually it looks to me, if anything, it would be worn UNDER a bra since it says "the inner surface grips your sensitive chest skin," but I asked you because I thought you might know from having one yourself Oh well.
