Seriously it's not possible to be "underdeveloped" at 13. Especially if you haven't had menarche yet.
Honestly anything before menarche isn't REALLY even development per se. It is... but it's very early stages and you can expect to get much much larger than whatever you are before menarche.
If you still aren't developing and haven't had menarche yet at 15/16 you might have something going on delaying puberty... Until then, don't worry about it.
If you have menarche and then a couple years later are still an A cup or less THEN you might say you're underdeveloping.
But still. That's at least a few years away. Just enjoy being a kid. Maybe do some booby exercises and massage.
That you're even concerned about it at all says you're a healthy young lady with very natural desires for her own body. This puts you at an advantage compared to many.
