Hey SugarQ, are you underweight? It's hard for boobs to grow if you're underweight and bony. And do include healthy fats and proteins in your diet for proper growth! Like salmon oil, nuts, olive oil, eggs, soy, chicken breast etc etc.

Try exercises! Push ups really do help your decolletage fill up. Massages should work too.

Have you detoxed your system? Milk thistle before herbs/PM? It's also good to detox the liver i guess.

Also, check if you have candida in your gut. Those things are NASTY. It kind of prevents absorption of things you eat. So not only are you unable to absorb PM and other herbs or estrogen in your body, you are also unable to absorb needed nutrients for your body.
