Normally saw palmetto extract is better because it's more concentrated, cheaper and because a ton of dry hard whole herbs can be tough on your stomach. For the extract 320 mg is a popular amount but it can vary. I don't know exactly how much whole herb that is but 2,000-3,000 mg is popular, which is about a teaspoon. You may as well use up the saw palmetto powder you have, stomach allowing. And then get an extract later unless a small amount is fine.
