There are different kinds of glandular tissues in the breast. Some respond to estrogen most, some to progesterone most, and some, specifically the milk ducts, respond to prolactin the most.
It's important that your prolactin is slightly elevated, but not dramatically, and that it doesn't coincide with elevated progesterone and low estrogen. The lattermost causing milk production as in pregnancy and breastfeeding.
