I think it varys on alot of things not only body fat at all body shape because ok looking at an average and overweight woman its likely she will have bigger breast but everything else is big too so proportionatly the average womans breast can be bigger easily also where you are like in the UK its more rare to see below a d cup however thin or fat and in Spain its very very common to see below a b cup on slim or fat women so to me meli doesn't seem unusual because she is small but not really tiny or all muscle this is where its much more less chance of breasts.
