I agree with Jennlove and Koko that we need more information about the situation to know how sincere he was, if he was at all...
...but I agree with you that it is fishy. The only thing that really makes sense to me in this situation is that he really really wants your forgiveness, wants to be in your good graces, and wants things to continue to work out between you (and in this sense, he is sincere), but isn't necessarily sorry. I feel like theatrics are done more for the purpose of achieving a result (you not being mad at him), NOT because they naturally result from a feeling of sorrow for causing you pain. So, it is possible that, since he is going to great lengths to humble himself as much as to go down on his knees, he knows what he has done was REALLY REALLY wrong, whatever it was. Not just that it appeared wrong, but his GUILT is wreaking. And his guilt shows. Just like a kid who wants to quick appease their parents. They know what they did was wrong, honestly don't really care if they hurt their parents since they don't see eye to eye and heck, they wanted to do it! So, they don't honestly feel bad about doing it, WOULD do it again, but want to get out of the trouble that is about to ensue.... so put on the best act they know.
That's my take, despite the little information given. Honestly it depends on how readily he got down on his knees, or if he did it after a while of trying to convince you through conversation and you crying, perhaps. Then it may perhaps be more sincere in nature.
