I'd put you at a 30DD by measurements. But, based on looks and the fact you can wear a 34D I would say to try a 30E.

You don't think that the band would be too tight with a 30? I've always worn 34 and it fits great. I've had a few 32 bands and they're too tight. Although 34 is too big if I wear a strapless.

that is strange if you fit 34 band,find 32 too small and actually you are 28''?! How can a 10cm bigger circumference of a band fit..I am 32'' under bust and 34 fits well, if I would try 2 sizes bigger band 38 or smth it would be much too big off course. and strapless 34 moves on me too..

Yeah, it's weird because I always have worn a 34 band (on the tightest setting) but now realize what a joke that was.
I measure between 28.5-30" under and have found 30 bands to work. Some of them I need to use a bra extender for the first 4 or 5 wears, but then it is perfect. My bust measures 34-35" or 36" bending over. I can wear a 30DD very well on the loosest setting. Brands all seem to run different, though, so you do have to try around. EBay has small band bras for under $20. A lot of them can be returned within 14 or 30 days of receiving. I've got 4 to return right now and found 4 keepers. I think it's worth the hassle. I also have a better understanding of what style works best for my boobies.
I got the bra extenders in a 3 pack for $7.50 on Amazon.

I have dozens of 34" bras and they all fit best. I have a couple 32C's and they are soooo tight I had to buy bra extenders. The 32C's were purchased 6 months ago and have always been too small unless I wear them strapless where I need it real tight. I will post measurement pics when I have time.

Probably because the cup would be too small for you! But I know what you mean, I measure 27'' underbust but 32'' is my favourite fit, i find any smaller too tight. Though there is a lot of variation between brands - m&s tends to have more give so 30 is usually ok with them but primark is usually very firm and i even find my 32s from there a bit on the tight side!

If you want to see if the band fits, you can put a bra on upside down and backwards so that you don't have to worry about the cups. If it fits/is too small, then the tightness is coming from the cups being too small.
