Questions about breast development and noogleberry

Hello all!

I’m 16 years old, my breasts are really small (30.3 inches), and they haven't really changed since I was 13 or so. A few years ago I diligently tried massaging and hypnosis, as you can see from my old posts, but I got exactly null results. I have started using noogleberry yesterday (several hours a day, while I study), and I’ve been taking EPO pills sporadically for some weeks.

I had a few gynecological consults and blood tests.
The gynecologist said my breasts are in stage 4, characterized by the areolar mound, and have probably stopped developing anyway, what means they'll stay on stage 4.
First question: this areolar mound bothers me. When I use a bra, it’s evident that the mound has to bend itself, and it looks painful, apart from looking quite ugly without a bra. I realized that the mound itself gets even bigger after noogling. Why won't my breasts get to stage 5? Is there anything I can do?

Second question: According to my blood test results, my estrogen was too high. What makes me confused, because isn't estrogen what makes my breasts grow? So why are they so small AND underdeveloped?

Also, I’d like to have a bust of at least 35 inches. Is that a reasonable goal with noogleberry? Any tips for NBE for my age would help!

My honest opinion. Wait a bit longer. You say you've been told you're likely done developing normally, but that makes no sense, most women continue developing until at least 21.
