Can anyone give me the measure of powdered fenugreek, by which I mean dried and powdered?

Yes, providing it's dried and powdered as you said and not just powdered, a (flat) teaspoon of fenugreek is 3g. It should be mentioned that the size of a teaspoon varies from country to country and I'm using a standard US teaspoon as the measure. A UK teaspoon would be 3.6g of fenugreek.

Thank you! I expect that I have to pat the fenugreek down to get a truly flat teaspoon. Do you also know the measure for hops?

Yes, patted down definitely, which brings me to the hops. If you pat down dried hops powder firmly you can squeeze 3g on a flat tablespoon (standard US tablespoon).
