I said "if it were me." This is just an honest opinion. Before touting muscle rub, you need to find out if its even a permanent solution. You and a few others on here use it, but have you taken a break from it? Have you seen if this leaves permanent results? And you would pretty much have to not use anything else to know that if it does work, its the only thing you are using that's contributing to growth or perking up.
If you have not taken a break for at least 3 months, this is not a very helpful suggestion. I believe herbs can help her but, don't be surprised if its not enough, yielding the results she craves and in the time frame. Is there a time limit for her?
I like to think realistically and put myself in their position rather than looking at them knowing, I have not a clue of how it feels to be in their shoes walking around with these concerns every single day, looking in the mirror dreading what I saw.
A great option is fat transfer (something I am contemplating) in my opinion and doing herbs on top of that. Close the gap and get them full on the bottom as well as get them even. If all else fails, she can always get a lift. At least she can fix it.
As there are so many herbs out there, she'll have to do trial and error and research like everyone else.
I have yet to see anyone on here fix their ptosis situation to where they were happy with their results. Not to say it can't be done. Its just a long haul and really understanding your body to get that success. You can't just suggest muscle rub. She may have a constricting band issue or IGT. If that's the case, many herbs wont work (I am a slight case testimony) she'll have to find out what her issue is caused by.
So if that's the case, I'd suggest to her pumping (as you did) with a tissue building herb like Goats rue and of course some form of progesterone.
Scarring from surgery is something she probably won't have too much of a concern with as she's very fair skinned. Its mainly those with olive tones that get it badly. She would have to be careful in choosing the right surgeon.

Lifechanger i would not get surgery there are lots of things to consider with surgery like yes in a bra they will look perkier but they will be scarred and probably not that great looking out of it and for you it seems unneeded there is nothing ugly about your breasts everyone has a different they are still very beautiful and not that saggy at all if you look at them from the side they have a really nice shape, they are perfect size i think just a little fullness to the cleavage would make alot of difference, and thats very easy to do naturally. I think you are going the right way with massage and chest exercise maybe work on your posture bad bras could have cause you to slouch it makes a big difference but you will need only need to be constant with it to see some results the noogleberry could help alot too and the herbs alot of women doing nbe say with a little added size they get also a fuller and perkier shape.
There are lots of simple things you can try for quick perkiness for me muscle rub another thing i started doing was the niplette/supple nips because you can position it so your nipples point up a little it also makes areola smaller because the nipples are pointed more for me it makes mine look very perky.
Dont give up on the natural way the results take time but it will happen and you will be surprised by how much difference it can make.
