Fennel - Blonde vs Dark?

I purchased a box of fennel seed blonde tea bags but now i see there is a fennel seed dark one too. Is there any difference is strength?

I'm not sure what they mean by 'blonde' and 'dark' as fennel seeds are usually a light green or grey-green and turn brown or yellow-brown. The green ones are superior to the brown, but which they are calling blonde I don't know. Unless they are referring to a particular species of fennel which produces seeds of a different colour to typical fennel seeds.

Thinking about this some more, I now think it must be two different varieties of Fennel which are being used. The dark one is probably common Fennel (Foeniculum vulgare) and the other a lighter coloured variant, but I could not say whether there is any difference in strength.
